Gaming Control Board Approves First Wave of Table Games Regulations – PR-CANADA.net (press release)

The Pennsylvania Gaming Control Board today approved a number of table games regulations, including those that define the rules of some of the more popular games that will be offered later this year at Commonwealth casinos.

The adoption comes less than three weeks after passage of Act 1 of 2010 that authorized table games at existing Pennsylvania casinos.


The Act permits the Board to adopt temporary regulations for a two year period in order to facilitate the prompt implementation of table games. Gaming Control Board Executive Director Kevin O’Toole says this ability to promulgate temporary regulations will assist the Board in moving forward in one area of a multi-faceted and complex process.


“The legal rollout of table games includes the adoption of a tremendous amount of new regulations to define the required oversight that will protect the integrity and fairness of the games,” O’Toole says. “Certainly, the ability by this Board to significantly shorten the period of time normally required to gain adoption of new regulations will be beneficial in moving the implementation of table games along in a time frame that meets the expectations of the legislature and the public.”


The adopted temporary regulations contain provisions that will enable casino operators to offer table games with a well-defined set of rules for conducting Roulette, Big Six Wheel, Craps and Blackjack. Each regulation contains requirements related to all aspects of these games including items such as:



  --  the physical characteristics of the tables and equipment used for the
      play of each game;
  --  procedures that must be followed prior to the opening of the table for
      play;
  --  a description of how each game must be played;
  --  lists of all of the permissible wagers;
  --  the minimum payout odds that must be used; and,
  --  how any irregularities shall be treated.
 


Also adopted today by the Board were regulations requiring certificate holders to submit and gain approval of a Rules Submission for every game they offer when the Board’s regulations allow the certificate holders to select different options for the play of a game, as well as alternate payout tables or the like. In drafting the regulations for specific table games, Board staff has attempted to give certificate holders some flexibility so that they can tailor their games to meet their patrons’ desires. However, to effectively monitor and enforce the rules related to the play of table games, the Board must know what features or options will be used for each game at each licensed facility. Using the Rules Submission process, which is modeled on the process for the review of internal controls, will provide an effective mechanism to accomplish this.


Additionally, the Board promulgated temporary regulations that set forth the minimum surveillance requirements that must be met before a certificate holder may offer table games. It contains minimum requirements for camera coverage of gaming activities and restates the requirement that all surveillance recordings must be made available to the Board and the Pennsylvania State Police upon request. It is the Staff’s intent to integrate these requirements into the requirements contained in section 465a.9 (relating to surveillance system; surveillance department control; surveillance department restrictions). However, to give certificate holders as much lead time as is possible so that they can begin the redesign process of their gaming floors, these requirements are being promulgated as a temporary regulation.

Coys Ltd. Acquired by Sweden’s Cherry Group for Online Gambling

The competition for the online gambling Scandinavian market is heating up with companies positioning and consolidating to gain an edge. Cherryforetagen, the land based casino arm of Sweden’s publicly listed gambling group Cherry, is said to be acting according to a plan that includes going online by acquiring Coys, a major player in the online gambling market in that region. Malta-based COYS Ltd. markets casino games in partnership with Betsson Services Ltd in a white label solution in which Betsson is responsible for aspects such as technology, customer management and payment processing.

In February of 2008 the company launched an online operation branded PlayCherry.com, which will now be integrated into the Coys operations. Along with Betsson and Net Entertainment, Cherryforetagen, Cherry group is achieving it’s ultimate goal of capturing a larger part of the market in Scandinavia. The Swedish group now includes brands like DanmarksAutomaten, NorgesAutomaten and SverigeAutomaten, which combined have some 55 000 registered customers.

Gunnar Lind, CEO for Cherryföretagen, commented, “This is a strategically important acquisition which gives Cherry access to established brands in online gaming and enables it to reach critical mass. We see great opportunities for continued expansion in both existing and new geographic markets. From a long-term perspective, we feel that physical games and online games will be linked together, creating new opportunities.” The acquisition could turn a significantly bigger profit margin for Cherryforetagen even with the cash payment of 50 million SEK and the deferred payments deal which will be based on performance over the next three years to shareholders. It is obvious to investors that a deal that promotes the integration of land based entities and the new trend towards an internet offering by those institutions is a move that many gambling operators are looking into. The market for web based gambling is growing rapidly and companies that don’t look progressively at the situation are going to be left behind. Consolidation is a necessity in the online gaming market today.

Polish Ski Town to be Fined For Advertizing Online Gambling

Polish laws regarding internet gambling are in a state of flux as they are in many countries throughout eastern Europe.

In Poland online gambling is unregulated and there are no Polish internet gambling sites running right now because the government is not in a position to licence operators yet. In fact, the government in Poland has established a ban on offshore online gambling sites although the ban is loosely enforced. Polish people like to gamble online regularly. The Polish government has recently come to the conclusion that there is money to be made be regulating online gambling so they are looking into a regulatory platform for licensing in the country. Polish land based casinos are also pushing for the right to offer their services on the internet. It a dramatic turn of events deep in the Tatra Mountains, in a town called Zakopane, arguably the largest ski resort in Poland the country’s winter capital is facing heavy fines from the Polish Customs Chamber for recently advertising a French online sportsbook called “Bet-at-home”. During the recent FIS Ski Jumping World Cup events, being held in Zakopane on the 22nd and 23rd of January, the “Bet-at-home” name and logo appeared on contestants’ uniforms as well as on banners hung around the Wielka Krokiew ski jumping venue. The Cusatoms Chamber is trying to uphold new laws implemented on the first of January 2010 making advertising of online gambling interests illegal. Zakopane now faces a fine as high as 1.2 million zloty or 300,000 euro.
The organizer of the World Cup events in Zakopane, Lech Nadarkiewicz, said, “If we pay the fine, not only won’t the World Cup bring any profit, but it will make losses,”

The Tatra Skiing Association is arguing that the advertising contract with the French gambling company was signed before the law changed, while Bet-at-home is arguing that Poland’s new gambling laws violate EU free trade standards. This move by the Polish government is a clear violation of E.U. rules for free trade between members and will most likely end up in the European Commission’s court, where Poland may be fined for it’s restrictive actions.

The casinos are always looking for the most popular slot machines that will

the more money the casinos will make. The number one goal of slot machine
makers is to design games that people will enjoy and to come up with unique
ways to keep them playing. Over the past few years this has been accomplished
by the introduction of “Bonus Slots Machines.” These games have a secondary
bonus round that is triggered by getting a certain combination of symbols,
collecting the correct number of these specialty symbols.

company first introduced the bonus games to this country in
1996. The slots in Australia are called “pokies” and differed from the American
three-reel machines by offering multiple paylines, various betting options
and multiple winning combinations. These winning combinations appear across
the screen and were dubbed scatter pay machines. They also have a bonus screen
that gives the player the opportunity for a bigger additional jackpot when
triggered. The games were first placed in certain Indian casinos and gained
popularity. The “pokies” came to Atlantic City in the summer of 1996. I had
the opportunity to participate in a focus group where we played the machines
and offered our feedback on the games. They were different and fun to play
and I found them entertaining. So did the majority of people who played them.


The American slot makers took notice and started to design multi-line bonus
games of their own. It was discovered that players would play longer in hopes
of reaching the bonus screen. The majority of the new machines offer some
sort of bonus round. Some of these new machines have up to ten pay lines
and you can bet multiple coins on each line. Playing maximum coins could
cost you $12.50 per spin on a quarter machine. Because of this the more and
more nickel machines are appearing on the casino floors. By offering these
machines with a nickel denomination, the casinos are employing a subtle
psychological ploy. It can cost you $2.50 per spin playing maximum coins
on a multi-line nickel machine, compared to 75 cents on a three-reel standard
machine. But since the player is using nickels it doesn’t seem to them that
they are actually risking more money. This translates into a significant
increase in casino revenue.


Video Poker machines were not left out of this multi-line multi-coin movement.

how much money is in the jackpot or how many more symbols are needed to activate
the bonus round. When a player knows the value of the bonus its possible
to determine when the machine offers a positive expectation for playing it.
